France Seizes Russian Shadow Fleet Tanker: A New Step in the Sanctions War

The Operation

On September 28, French intelligence and naval forces carried out a major operation off the Atlantic coast. They seized and detained the tanker Pushpa (also known as Boracay), a vessel linked to Russia’s shadow fleet. The event marks a new stage in Europe’s confrontation with Moscow over sanctions evasion and security threats.

What Is Russia’s Shadow Fleet?

The “shadow fleet” refers to hundreds of tankers used by Russia to bypass EU and G7 oil sanctions.

  • These vessels often have unclear registration and hidden ownership.
  • They frequently change names and flags.
  • Many turn off AIS tracking systems to conceal their routes.
  • Experts estimate the fleet may include between 600 and 1,000 ships.

Operation off the French Coast

French naval forces stopped the suspicious tanker and escorted it to the port of Saint-Nazaire.

  • Two crew members were detained: the captain and the first officer.
  • Both refused to provide details about the ship’s registration or cargo origin.
  • Investigators are focusing on possible sanction violations and potential links to drone launches in European airspace.

Macron’s Reaction

French President Emmanuel Macron praised the operation, calling it “a clear signal to Moscow.”

“Europe will not stand by while Russia uses its shadow fleet to evade sanctions and threaten our security,” Macron declared.

Wider Consequences for Europe

Experts warn that similar operations could soon occur in other European countries. This would mean:

  • Stricter enforcement of sanctions against Russian energy exports.
  • Rising tensions between Moscow and Brussels.
  • More shadow fleet tankers facing European courts.

A Turning Point

France’s action shows that Europe is becoming more proactive in confronting Russia’s shadow fleet. Until now, these ships operated almost with impunity. This case could mark a turning point in the sanctions war and in Europe’s broader security strategy.
